Punishment should be more severe but well explained. 100% against bot punishing system .
Accused should be warned and supervised , if seen cheating then shutdown.
if seen breaking rules .. then direct to rules
second time strike - third time
shut'em down.
System to reward rightful reports (small reward) so that people will supervise themselves.
Play/player of the week rewarded.
Rewards shouldnot have things that changes value drastically when unbundled.

There are also players who negotiate with another player to exchange wins to gain ladder points. System Reward for rightful reports will benefit the player as well as the system.
Edit: I will also want to add the IP ban for those who boost ladders, because when their account will be ban, they will just create another account and abuse the platform again.

The witness/jury system we are building is designed to address this in a similar manner to what you described. But until it is live, we'll be handling this manually.
